HDB Occupancy Limit for Room Rentals
For bedroom rentals, current HDB limits depend on flat type. Occupants include owners, authorised occupiers and tenants, so renters should count everyone living in the flat rather than only paying tenants.
Current room-rental occupancy limits
- 3-room flat: maximum 1 bedroom rented out and maximum 6 occupants in the flat.
- 4-room or larger flat: maximum 2 bedrooms rented out and maximum 8 occupants in the flat under the current temporary cap.
- For rental periods extending beyond 31 December 2028, the maximum for 4-room or larger flats is scheduled to revert to 6 occupants.
What counts as an occupant
HDB counts owners, authorised occupiers and tenants together. The cap applies even where tenants are from the same family. Only bedrooms originally constructed by HDB may be rented out; partitioned spaces cannot simply be treated as extra tenant bedrooms.
