HDB Room Rental Agreement Singapore: What to Include

A written tenancy agreement should clearly record the parties, room, rent, deposit, rental period, utilities, house rules, repairs, notice and deposit-return terms. CEA provides a residential tenancy agreement template for HDB flats that parties may adapt.

Terms worth recording clearly

  • Names and contact details of the contracting parties.
  • Exact HDB address and room being rented.
  • Start and end dates.
  • Monthly rent and due date.
  • Deposit amount and refund/deduction conditions.
  • Utilities, internet and other included charges.
  • House rules and permitted use of common areas.
  • Repairs and maintenance responsibilities.
  • Notice and early-termination provisions.
  • Move-in inventory/condition record and key handover.

Use a recognised starting point

The Council for Estate Agencies provides a tenancy agreement template for HDB flats. Use of the template is not compulsory and parties remain free to negotiate their terms, but it is a useful structured starting point.
